    1. In 2011, 49 kinds of goods subject to export license management were implemented, and export quota licenses, export quota bidding and export license management were implemented.

 

    (1) The goods subject to export quota license management are: corn, rice, wheat, corn flour, rice flour, wheat flour, cotton, sawn timber, live cattle (to Hong Kong and Macao), live pigs (to Hong Kong and Macao), live chicken (right Hong Kong and Macao), coal, coke, crude oil, refined oil, rare earth, antimony and antimony products, tungsten and tungsten products, zinc ore, tin and tin products, silver, indium and indium products, molybdenum, phosphate rock.

 

    (2) The goods subject to export quota bidding are: alfalfa and alfalfa products, silicon carbide, talc (powder), magnesia, bauxite, licorice and licorice products.

 

    (3) Goods subject to export license management are: live cattle (for markets outside Hong Kong and Macao), live pigs (for markets outside Hong Kong and Macao), live chickens (for markets outside Hong Kong and Macao), chilled beef, frozen beef, chilled pork, Frozen pork, chilled chicken, frozen chicken, ozone depleting substances, paraffin, zinc and zinc-based alloys, some metals and products, platinum (exported by processing trade), automobiles (including complete sets of parts) and their chassis, motorcycles ( Including all-terrain vehicles) and its engine and frame, natural sand (including standard sand), molybdenum products, citric acid, vitamin C, penicillin industrial salt, disodium sulfate.

 

    2. Implementing national (regional) quota license management under the global license for live cattle, live pigs and live chickens exported from Hong Kong and Macao; export license management for exporting natural sand from Hong Kong, Macao and Taiwan, and implementing global standard sand Export license management.

 

    3. Implement state-owned trade management for corn, rice, coal, crude oil, refined oil, cotton, tantalum and tantalum products, tungsten and tungsten products, and silver.

 

    4. For goods subject to export quota bidding, regardless of the type of trade, each authorized issuing authority shall rely on the list of successful bidders issued by the Ministry of Commerce and the number of winning bids and the “Certificate of Export License for Bidding for Quotation” issued by the Tendering Office. Issue an export license.

 

    5. Export the following goods by means of processing trade, in accordance with the following provisions:

 

    (1) Except as stipulated in paragraphs (2), (3), (4) and (5) of this Article, exporting goods subject to export quota licenses by means of processing trade, exporting quotas, processing trade The business approval certificate and the export contract (copy of the original) are issued an export license.

 

    (2) Importing raw materials for the production of platinum, re-exporting platinum (platinum or platinum), the issuing authority shall rely on the “Processing Trade Approval Certificate” of the competent commercial authority of the place where the enterprise is registered, the Customs processing trade import declaration form, and the export contract ( A copy of the original copy) is issued an export license.

 

    (3) Importing crude oil processing and re-exporting paraffin, importing silver-containing goods (excluding semi-finished products such as silver powder, unwrought silver and silver), processing and re-exporting silver, exporting zinc and zinc-based alloys by means of processing trade, and issuing institutions The “Procedure for the Approval of Processing Trade” issued by the provincial-level commerce department of the enterprise where the enterprise is registered, the Customs processing trade import declaration form, and the export contract (copy of the original) shall issue an export license. Among them, the “Processing Trade Approval Certificate” of the Bank was issued with the approval of the Ministry of Commerce, and the issuing department added the approval of the Ministry of Commerce.

 

    (4) Exporting licorice and licorice products by means of processing trade, the issuing authority shall apply for the processing trade goods export certificate of the “Processing Trade Business Approval Certificate” and the China Pharmaceutical and Health Products Import and Export Chamber of Commerce. The Permit for License, the Customs Processing Trade Import Declaration Form and the Export Contract (copy of the original) issue an export license.

 

    (5) Imported crude oil processing and re-export of refined oil, and no export license for refined oil products. Regarding the export of lubricating oil (fat) and lubricating base oil under the processing trade, it will be implemented in accordance with the relevant provisions of the announcement of the Ministry of Commerce, the Development and Reform Commission and the General Administration of Customs in 2008.

 

    (6) The period of validity of the export license mentioned in paragraphs (1), (2), (3) and (4) of this Article shall be issued in accordance with the export period approved by the Approval Certificate for Processing Trade, but shall not exceed December 31 of the current year. day. If the export period approved by the “Processing Trade Business Approval Certificate” exceeds December 31 of the current year, the operator shall renew the export license to the issuing authority within the validity period of the original export license, and the issuing authority shall recover the original certificate and issue the certificate. In the system, the original certificate shall be cancelled. After deducting the used quantity, the new year export license shall be re-issued according to the export period approved by the “Processing Trade Business Approval Certificate”, and the original certificate number shall be indicated in the remarks column.

 

    6. According to the State Council's "Notice on Issues Related to Border Trade" (Guo Fa [1996] No. 2), goods from border mini-trade enterprises that are subject to export quotas, ODS, vehicles (including complete sets of parts) and their chassis Motorcycles (including all-terrain vehicles) and their engines and frames are still subject to export licenses issued by the issuing authorities authorized by the Ministry of Commerce in accordance with current regulations. Where the border small-scale trading enterprise export license management goods (Articles 1-28 of Annex 2) are subject to export quota license management, the Ministry of Commerce shall authorize the border administrative department of the border province or autonomous region to export small-scale trade according to the Ministry of Commerce. The quota is issued an export license. Exports of small-scale border trade enterprises except those mentioned in this article will be exempted from export licenses for goods listed in the Catalogue of Export License Management Goods in 2011.

 

    7. In order to ensure the implementation of the online verification of import and export licenses, for the goods that are not subject to the “one batch one license” management, the issuing authority must fill in the “remarks” column of the license when issuing the export license. Grant a certificate."

 

    Goods subject to “non-batch one license” management are:

 

    (1) Foreign-invested enterprises exporting goods;

 

    (2) Exporting goods by means of processing trade;

 

    (3) Export goods under the compensation trade item;

 

    (4) Rice, corn, wheat, live cattle, live pigs, live chicken, beef, pork, chicken, crude oil, refined oil, coal, automobiles (including complete sets of parts) and their chassis, motorcycles (including all-terrain vehicles) And its engine and frame.

 

    The export license for “non-one-one-one license” can be declared at the same port several times, but not more than twelve times. After 12 customs declarations, even if the export license has a balance, the customs will stop accepting customs declaration.

 

    8. Sample advertisements for ozone-depleting substances shall be exported with an export license.

 

    9. Enterprises exporting automobile products by means of general trade, processing trade, border trade and donation trade shall apply for export licenses; enterprises exporting automobile products by engineering contracting shall apply for export licenses, but they are not subject to export qualification management restrictions.

 

    X. The products of this catalogue provided by the Chinese government under foreign aid are not included in the quota and license management.
